show a banner message/picture on the top of cacti.

useful for:

• When cacti users are in different offices
• for a another group and your want give a feed back
• “maintenance”, “location X because of power outage”
• “don't panic we are working on this problem”.
• publicity ?
• something else

features:

• show message/picture at a date/time
• changing the banner by clicking on the banner (user with rights) or under “Configuration Settings/Misc”
• add a picture in the banner
• scrolling the banner
• banner color background
• color text, Fontsize
• active deactive the banner
• when text is empty the banner is hidden
